Why don't all people follow the same rules?

I don't understand why it is when rules are set for all people that certain people feel that they can break and bend them to fit their own personal needs or gain? Rules and regulations are set in place for a reason. I don't care who you are or who you know-everyone should abide by the same set of guidelines. What really peaves me off is besides not following the rules then you throw it in others faces and flaunt your gain and when questioned about your new fortune you continue to omit the truth! If you are a person of integrity and honesty you would make sure to follow the same guidelines as others. Not doing so only puts a bad taste in everyone's mouth that is involved. (Besides the fact that it changes how people view your character and question their associations with you)
